Georgetown South Community Council
Meg Carroll
I have been the community manager for Georgetown South in the City of Manassas for 12 years now. Before that I was a police officer in the City for 21 years patrolling the very same streets that I now manage. Since the age of 16 when I went to Brazil as a Rotary exchange student for a year, I fell in love with the Latin culture, heart and soul. That year forever changed my life. I went to Penn State University where I graduated with a Bachelor of Arts in Latin American Studies with a minor in Spanish. I then went on to become a police officer in Arlington County, VA where I was one of only two Spanish speakers at a time when the Hispanic residents made up 50% of the county’s population. In 1990, I came to the City of Manassas Police Department where I was the only Spanish speaker for nine years. I spent much of my time as an officer in Georgetown South and working with Spanish-speaking residents. It is safe to say that I loved my work as a police officer and now as a community manager because of my passion and love for the Hispanic community.
GEORGETOWN SOUTH COMMUNITY COUNCIL
The Georgetown South Community Council is a homeowners’ association (HOA) so different from any other. We actually are a community not just an HOA, and our motto is, “A Community that Cares for Its Own”. We are a low-income neighborhood of approximately 4,500 residents, with 95% Latino immigrants and their children. We have a staff of eight full-time persons, also, all Latino immigrants and so we are very in tune with our community’s needs. We know that schools and education, the court structure, medical and mental health providers, insurance, transportation, how to deal with the police and community service providers and local government are all very different in our residents’ countries. We saw the need to educate and inform our people how to navigate and partner with infrastructure here.
